Thank you all for your inputs. I am holding it off for now. Just watched Godzilla (2014) on HTPC and studio monitors. They are not meant for movies but they are not really that bad for movies

It's easier to get specs for their AVR models in website like mkelectronics unlike HTIB, but I think they do support DTS as per their home page.

Look for the used gear....that is the best bet or you can go for new electronics and used speakers since there would be much technological changes in speakers. Tech in electronics keeps on upgrading. Look for Different brands in AVR like Yamaha, Denon, Pioneer, Marantz, Onkyo etc. I am sure there must ne some AVR in these brands which would do atmos at entry level.
