If addressee does not have Importer License then clearing agent hike their fees and use workarounds (Am not talking about Peerless taking any responsibilities. Infact its not their job also
But if Danny can talk to someone close in peerless, they can give some advice as they will know how the system works in mumbai very well and maybe share their clearing agent.

So going legally for more than 2K INR goods one need to have -
1. Importer Code
2. Proper Invoice/Bill payment proof
3. Pay Customs accordingly.
