Get an AM radio , turn it on , take the remote near to a radio ,
press a button on IR remote ,tune till you hear a sound ...

for a running remote it will give you some sound as button is pressed ..still the remote may fail to work as desired because it may emit very
less IR to trigger your equipment

main causes :
you have put some cover on remote
or
battery problem
or
IR diode gone bad

if no sound comes the oscillator might have gone bad /key pad got worn out /
battery problem..etc

Yup works with all known remote's that has IR ;) !! So in general TV,CDP,DVDP,AMP etc etc etc etc etc etc......

Another method is to point the IR enabled remote towards the camera of your mobile phone and press any button on it, you see a bright light on the screen if the remote is working. This was mentioned in one of the posts, perhaps by soundsgreat himself!!!
 
for those of you with pinnacle TV tuner cards, there is a nifty utility to test the pctv remote, which seems to work with all remote recievers
