Generally speaking, this is normal situation. The speakers are also responsible partly for this. As long as both channels sound ok above "general conversation level volume", there is nothing to worry about.

I didn't mean that a particular speaker in your pair may have problem. I meant that at very low volume the speakers will not deliver equal sound, hence you may find one speaker louder than the other. (There are various reasons for this... but we don't need to get into that)
OTOH If the volume pot on the amp has collected some dust /impurity, then at low volume the potentiometer* inside will deliver different resistance value to different channel being amplified, hence the amp will deliver un-equal amplified signal to speakers.
*(actually there are two pots behind one externally visible vol-knob... one for left and right channel each)
Considering above, you can understand that both amp and speakers contribute to this issue.
