You can encode AC3/AAC to DTS. You do not have a freeware for that as DTS is a proprietary codec unlike Dolby. I am not sure why you would want to do it. Converting AC3 to DTS is like converting mp3 to WAV, you will not gain anything significant.
May be you can try boosting the db in Ac3 itself. However, if you want to do it then you can sue the following:
1. BeSweet (this will make individual .wav for each channel)
2. Buy SurEncode Codec (this will take the individual .wav and make a DTS output)
