For a silent smps, you will have to look for some quality PSUs, ans shell some bucks. Either Go for high Watts and with hybrid cooling, where the fan only starts after a specific load or when the temp reaches a bare min threshold, something like the Corsair RM series PSUs.

Other option is to go for a fanless model and as far as I know only Seasonic PSUs are fanless and have complete passive cooling. Something like https://www.amazon.com/mn/search/?field-keywords=Seasonic 460w Power Supply fanless&tag=pc-parts-20

Both these psus are pretty expensive I must tell. Availability of Seasonic in India is also questionable....

Also in case of fanless make sure you go with much higher watt than required.

Not all seasonics are fanless. Only the ones based on KM3+ platform (i.e. platinum, platinum prime, snow silent etc) that have a switch at the back can run fanless to half their capacity. The rest still have a fan that runs albeit at very low noise levels. All my PCs run on seasonics - one platinum, one gold, two bronzes. Tirupati enterprises is the official dealer/distributor in India. They have an ebay store by the name overclockerzone from where I sourced them from.

Corsair RM series PSUs use a cost optimized CWT platform. I'd not recommend those especially at their asking prices. I'd rather get the Antec High Current Pro which again is OEM'ed by Seasonic.
