I have two Pioneer 1212D4 (500 RMS) Passive subwoofers! If I want to connect them to Denon X2700H AVR.. what should I need to drive them. suggest the best budget external amplifier?

Check out the B&W SA 1000 subwoofer amp. It drives upto 2 subwoofers of the same type together. I use it .

A crown power amp is all you need. Connect it to the sub out on your receiver.

I am using a Crown xls 2502 to drive my 15 inch Velodyne sub and it works to my liking.

HSWA-302 model is suggested as it is for two subwoofers and shall match the requirement along with giving features of an active subwoofer
