10" OR 12" purely depends on you considering the present thread is based on 12" peerless. I guess that's a good start. The plate amp is also a part of the discussion in this thread. So lets stick to this particular driver/amp for now.
However considering the driver is under 3k and plate amp if my memory serves me right around 8k . It should be a kick ass sub and beat commercial subs twice the price

The Fs is pretty low and can be tuned lower in a suitable ported sub. However it purely depends on which speakers are you planning to mate it with .
Are u looking at sealed or ported, ? front firing, down firing etc etc.
For this specific driver down firing would be out of the question since it is not designed for that application. the surrounds may sag.
So before deciding on Driver Size, Amp power etc.
1. What speakers are you mating them to .
2. What is the roll off frequency of your present speakers
3. Sub for HT or Music
4. Size Constraint for Sub box .
5. Room size. you would need a higher power amp or ported sub if your room is over 150 - 170sqft
In general Sealed boxes have a much smaller footprint so would take up less space, More complex to make because of additional bracing and "MAY" need a bigger amp. However tighter bass and more musical.
Ported boxes are larger a little easier to build, more efficient than sealed counterpart, and can be tuned for a particular freq. Trade off would be accuracy. (debatable)
If you can gather up 2-3 people. It will be a lot easier for me to build as opposed to individual requests. I am doing this as a hobby, so weekends and alternate evenings is the only time I would get to do it.
I will build the cab in Pune as I have access to skilled carpenters and tools.
I can go ahead and design the box or if you have a specific design in mind for the enclosure we can use yours. In fact it would be better if u design the enclosure and I get it built.
The overall finish in terms of paint/veneer etc of the end product purely depends on you and how much you want to spend. You can get that done in bombay or I can get it done here in Pune
